Permits

Building permits in Cyprus

Before construction can begin, Cyprus law requires two separate permits. We handle the entire process for you.

How it works

Two permits: planning and building

Construction in Cyprus is governed by two consecutive permits. First comes the Town Planning Permit, which confirms that the project complies with zoning, the local development plan, permitted density and building height, and boundary setbacks.

Next comes the Building Permit, which confirms that the technical design meets the standards for structural elements, fire safety, energy efficiency and sanitation.

Since mid-2024, all applications are submitted online through the government's IPPODAMOS system. Applications are filed by an ETEK-registered architect or engineer — that's us and our design team.

What to know about timing

  • By law each of the two permits takes from 20 days; in practice, from 1.5 to 3 months each
  • The final timeline depends on the project type, the plot and the authorities' workload
  • If the authority does not reject the application in time, the permit may be granted automatically
  • Applications and correspondence with the authorities are in Greek — we take care of this
Standards

The standards we build to

Every project in Cyprus is checked against building regulations. We comply with them from the very first design stage.

🏗️

Structural elements

Design and calculation of structures for strength and stability, including Cyprus seismic requirements.

🔥

Fire safety

Compliance with requirements for fire resistance, escape routes and fire-protection solutions.

Energy efficiency

The design meets energy-performance standards — a mandatory requirement for new construction.

🚰

Sanitation and drainage

Water supply, sewerage, drainage and sanitary standards to Cyprus regulations.

Oversight

Quality control at every stage

How the build is controlled

In-house control and the final certificate

At every key stage of the build we run our own quality control: we check that the work matches the approved design, along with the materials and methods used. You receive progress reports and always know what stage your home is at.

On completion, a Certificate of Final Approval is issued. This is a key document: without it the home cannot legally be occupied or sold, or connected to the electricity grid.

We see the project through to this certificate — you receive a home fully ready for registration and living.

Why this matters to you

  • Without the final certificate the home cannot legally be occupied or sold
  • The property won't be connected to the grid without permits
  • A Title Deed is issued only for a legally built property
  • We carry the project through to the complete document package
FAQ

What clients ask most

How long does it take to get the permits?

By law from 20 days, but in practice each of the two permits takes 1.5 to 3 months. The final timeline depends on the project type, the plot and the authorities' workload; we'll give you an accurate estimate for your plot at the consultation.

Do I have to deal with the authorities myself?

No. All applications through IPPODAMOS are filed by our ETEK-registered specialist. Correspondence with the authorities is in Greek — we handle it entirely.

What if I'm not a Cypriot citizen?

Foreign nationals can build and own property in Cyprus. Separate rules apply to land purchases by foreigners — there's a limit of one property per person, but purchase permits are granted in practically all cases. We'll advise you at the consultation and help you through the procedures.

Is the price fixed for good?

Yes. The cost is locked into the contract before work begins. You know the final price and timeline in advance, with no surprise surcharges during the build. If you request additional work or scope, it's paid separately — and this is set out in the contract in advance.
